PROJECT: A Jamaican Path from Hills to Ocean

LOCATION: Jamaica

BACKGROUND

The Jamaican Path from Hills to Ocean project is jointly funded by the European Union Global Climate Change Alliance Plus (€4.9 million -J$859.5 million), and the Government of Jamaica (€ 1.1 million-J$193.0 million). The Hills to Ocean project which is being implemented over 5 years, began in November 2020. The Executing Agency of the project is the Planning Institute of Jamaica in collaboration with Implementing Partners, the Ministry of Agriculture, Fisheries and Mining, particularly the Rural Agricultural Development Authority and the Public Gardens Division, and the National Environment and Planning Agency.

The PIOJ is seeking Expressions of Interest to provide Works Supervision Services for the construction of the following: 1) Pond Catchment Systems in Georgia (Trelawny) and Nonsus (St. Mary); 2) Walkways, Gazebos, and Gabions at Castleton Botanical Gardens (St. Mary); 3) Fencing at Mason River Protected Area (St. Ann and Clarendon); and 4) Fencing at Winns Morass (Trelawny).

1. MAXIMUM BUDGET IN JAMAICAN DOLLARS - $28.9 million

2. IMPLEMENTATION PERIOD OF TASKS- Twenty-four (24) months

3. SELECTION CRITERIA

  1. a) Economic and financial capacity of the tenderer. In case of tenderer being a public body,

equivalent information should be provided. The reference period which will be taken into account

will be the last three financial years for which accounts have been closed.

Financial criteria for legal persons:

  • • the average annual turnover of the tenderer must exceed 75% of the annualized budget of the contract; and,
  • • Current ratio (current assets/current liabilities) in the last year for which accounts have been closed must be at least 1.

 

Financial criteria for natural persons:

the available financial resources of the tenderer must exceed 75% of the annualized budget of the contract; and, the financial situation of the tenderer should not be in deficit, taken into account debts, at the beginning and end of year.

 

2) Professional capacity of the tenderer

The reference period which will be taken into account will be the last three years preceding the submission deadline.

Professional criteria for legal persons:

  • has a valid Tax Compliance Certificate; and,

  • at least five (5) staff currently work for the tenderer in technical fields related to this contract

 

Professional criteria for natural persons:

  • has a valid Tax Compliance Certificate; and,
  • is currently working/has worked during the past 3 years as a Team-leader-Civil Engineer with four (4) collaborators in fields related to this contract.

 

3) Technical capacity of tenderer: The reference period which will be taken into account will be the last ten (10) years preceding the submission deadline.

Technical criterion for legal persons:

  • the tenderer has provided services under at least one (1) contract with a budget of at least that of this contract in civil engineering or a related field which was implemented at any moment

 

Technical criterion for natural persons:

  • the tenderer has worked successfully on at least one (1) project with a budget of at least that of this contract in fields related to this contract in the past ten (10) years during the following period: January 2014 - January 2024.
