Job Purpose:
Under the direction of the Project Accountant the Project Accounting Technician is responsible for the financial management of projects and programmes by ensuring accurate tracking, reporting, reconciliation of all related expenditures and to monitor budgets, process invoices, and maintain comprehensive financial records and schedules.
Key Responsibility Areas:
Management/ Administrative Responsibilities
- Track and record expenses incurred for projects and programmes
- Certifies correct claims as checked and in order
- Certify payment vouchers with supporting documents
- Review invoices for accuracy and compliance with project and programme budgets
- Assist in processing payments to suppliers and contractors
- Performs duties in the absence of the Project Accountant.
- Ensure financial transactions related to projects and programmes are recorded into accounting systems.
- Reconciled project financials with accounting system general ledger.
- Assist in internal and external audits related to projects and programme finances.
Technical/ Professional Responsibilities
Strategic/ Administrative Support
- Examines bills/claims for accuracy and certification
- Maintain accurate and organized financial records for projects and programmes
- Input financial transactions related to projects activities into accounting systems.
- Track and record expenses incurred during projects.
- Track and record all revenue and cash inflows for projects and programmes
- Monitor project and programme expenditures to ensure they align with budgets.
- Ensure the collection of projects payroll registers and the preparation of journal vouchers and entries to the accounting system.
- Monitor variances between budgets and actual expenditures.
- Maintains and updates Fixed Asset inventory for all projects
- Communicate with vendors, contractors, and project teams regarding financial matters.
- Ensure transactions adhere to statutory policies and relevant financial regulations and standards.
Minimum Required Education and Experience
- Four GCE O’Level or CXC Subjects including English and Mathematics or equivalent, plus a minimum of five (5) years accounting experience
PLUS
§ Government Accounting Level I from the Management Institute for National Development (MIND) OR CAT or AAT level 3 Accounting with two (2) years accounting experience or Diploma/Certificate in Accounting or Management or Business Administration from a recognized institution. OR Any other combination of qualifications from a recognized tertiary institution with the necessary work experience.
